The developer roller usually has blades above and below it which will scrape off excess toner and a small lump of damp toner which might block the gap between one of these blades and the developer roller. You can get a cleaner toll which slides between the developer to clean them.
You might face a black page if the Charger Corotron is broken or if it is not properly connected. You need to examine the Charger Corotron to check if it is broken. The Charger Corotron is a part of the print cartridge or photoreceptor unit, so you need to replace the print cartridge or photoreceptor unit with a new one.
